That does seem vaguely familiar, but I just tried the 
perl-framework on Win32 with openssl-0.9.7g and 
Apache/2.0.54, and the certificates got generated OK, and 
all the t/ssl/ tests passed. I'll try upgrading openssl to 
see if there's any change.
