That doesn't sound very intutitive to me. I suggest the following happy 
compromise:

Document a few of the most commonly wanted config args (-httpd/-apxs/...) and 
add the command how to get the rest, by calling usage().

   perl -MApache::TestConfig -le 'Apache::TestConfig::usage()'
                                  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^
