Shouldn't that be:

GET http://www2.rowe-clan.net:8529/modules/rewrite/ HTTP/1.1
Accept: lucky13
User-Agent: libwww-perl/5.5397

I'm not sure what the output format is.  But that Accept at the end
is completely bogus.  Apache is doing the right thing by returning
400.  -- justin
