Because httpd brings its own copy of pcre and needs to wrap it somehow.

Because it is in httpd source, not in apr. A move to apr has been
suggested, but not all agreed that it would be useful to have pcre
support in apr (and admittedly there wouldn't be much portability in it)

If there is anything official, then it should be there in the source as
doxygen (make docx iirc).
