Subject [Bug 58306] documentation needs to make it clear which directives, such as DocumentRoot, have the side effect of setting an environment variable

All right new version of the documentation in:

https://httpd.apache.org/docs/trunk/mod/mod_cgi.html

I'll backport to 2.4/2.2 soon if nobody is against it. To summarise what has
been added to mod_cgi's doc:

- reference to the variables responsible for setting the CGI environment,
together with doxygen links.
- new variables set like DOCUMENT_ROOT together with their relationship with
httpd directives.
- a note about a quick workaround to get all the variables set with a cgi
script to have a complete view.

Tom, would you mind to take a look and let me know your opinion?
