Throughout the mod_env documentation (http://httpd.apache.org/docs/2.2/mod/mod_env.html), the general part and in each directives, it's always described that "environment variables for CGI scripts and SSI pages" are set/unset/passed. As far as I understand it however, the env-vars are not only for these two but generally the (internal) env-vars of apache (as set by SetEnvIf), which can be used by any other directive (supporting it). This should be reflected IMHO with a sort notice, e.g.: "sets/unsets/etc. Apache's internal environment variables which are used by some other directives and are for example passed on to CGI scripts and SSI pages".
