Subject SetEnv warning

Hi docs@,

The SetEnv directive cannot be used to set env vars for use by
mod_rewrite or mod_setenvif because it runs after them both. My own
testing and PR36908 confirm the 'issue'.

Is this patch ok? I'm not very happy with it.
