about the phrasing of perf-tuning.html

To be honest, I've always found everything from "compile-time
configuration issues" down to be very confusing, and I've pretty much
ignored it. I keep thinking that if I really take the time to sit down
and read it through, it might be helpful, but I've just never done that.
I've also wondered, on the few times when I *have* tried to read through
it, how much of it is still accurate, given that most of this was
written 5+ years ago.

Would it be possible for someone to read through all that stuf and make
some remarks about whether it is relevant, helpful, and necessary?

Thanks.
