to me everything looks perfectly usable with Netscape 3.

One general remark about empty table cells:
- CSS has a directive "empty-cells:show" (or "hide")
  to decide how to treat empty cells.
- Non-CSS browsers tend to render them like a border,
  not like a cell.

So it would look better if you replace "<td></td>" by
"<td>&nbsp;</td>" if you want to make the tables look
less awkward for old browsers.
