Why?  AFAIK, we haven't (yet) moved the entire project to CSS,
so submissions shouldn't be forced to use it.

Long lines should be wrapped, yes; lines that exist outside
any reasonable block element should be <p> wrapped, yes..

Absolutely correct on both counts -- however things can be
set up so it looks acceptable even in non-CSS aware browsers
(there's an example over on one of the Collab sites, if I
can find it..).

However, this requires that the project as a whole conclude
that the time has come to make the transition, and to figure
out how.  As yet that hasn't happened (AFAIK).
