This is just my opinion (as always) ...

Why don't you go ahead and start work, but put it on a third-party website
(even geocities if necessary).  Then we can provide a link to your work
from the docs project page, and hopefully encourage more participation.
Once we attract one or two more people, we can then easily commit the
stuff back to the main site.

This way, you can get some work done, hopefully attract more
participation, and make the docs available for people who need them.  We
just can't give it the "official Apache stamp" until we have a reviewer.
