This has certainly gone through a few iterations.  I have updated it once
again.  I took out most of the horizontal lines, and I moved the search
back up to the top.  I'm not sure which way I like it better.

One other issue here, is that if I change the header of all the docs to
match this one, then I will be putting HTML 4.0 markup in docs which are
marked as HTML 3.2.  This shouldn't affect anything except validation, but
it may be an issue.  I'm not prepared to go through every single doc to
change the <DOCTYPE> line at the moment.

Here are my arguments against the <small> 3 column layout:

- I don't see a good reason to override the font that people have chosen
for their web browser.  I know, most sites do it, but as a philisophical
issue, we should be leaving as much of the presentation as possible in the
hands of the client.

- All the other docs are in the standard font, so it would be strange to
have the main page in a smaller font.

- Scattering tons of <small>s around makes the markup uglier.

- The three column layout seemed too busy visually.  I think it was harder
to find the relevant infromation with a quick scan in that layout.
