You are right. However, calling Tcl_Finalize -- which is what mod_rivet is doing 
-- would destroy /everything/ :)

Personally, I doubt, the Tcl_Finalize call is useful at all. It is only done (by 
mod_rivet), when httpd is exiting anyway.
