Wasn't the right fix to simply remove the dead code below?  (IOW, there was
no dereference of a NULL pointer.)

    if ( !arg) {
        if (thiscmd->cmd_data)
            return "<DirectoryMatch > block must specify a path";
        else
            return "<Directory > block must specify a path";
    }
