Actually, I gave the wrong RFC - take a look at http://www.ietf.org/rfc/rfc2817

Simply using an 'Upgrade: PGP' header would be enough to make the transition.
All the code for rfc 2817 is already in mod_ssl... perhaps some of the more
generic handling of 'Connection: Upgrade' could be moved up in the protocol
layer, and mod_ssl and your mod_pgp/gpg module could both leverage the very
same hooks to interpret the Upgrade header.
