Sorry about the two entries on the same list.  For some reason this is the
first response that make it to my e-mail box.  I can now see your answers
from the web.  Thank you for your feedback and comments.

The answer to your question is this caused Apache to crash. I have never
opened a bug report so I will look into this for you.  

I have read the DoS reference that you referred to and will check our
configuration against this web page.

Is there a specific module, that you know is high quality, that could
address this if all else fails?  I would like to have a recommendation here
if possible as I will apply the module to a production system.

Oops.  This one is to the dev list too.  You seem to just be ignoring
