The only issue I have is that any information that one ASF officer
has about any such legal issues should always be shared by
all ASF officers. The above issue seems to have been known by some,
but not all (not even close) and, as such, many ASF projects are
doing the "wrong things." Even keeping the old copyright statements
appear to be "wrong" as well since, now that we know what the
real, legal method of doing this is, it is obvious that some
files have incorrect statements, and are just the result of
the last batch copyright adjustments... As such, IMO, we need
to resolve this completely, not just for httpd but for
all ASF projects since, I'm sure, not all PMCs are aware
of the correct way of handling copyright.
