It wasn't safe to assume that until recently.  Only in the last handful of
releases has the httpd project 'seperated' itself from the spinoff apr project,
and entrusted them to release an official apr version used by httpd.

In this case, it was 0.9.7.  If you ever doubt, look at include/apr_revision.h
