AP_HAVE_DESIGNATED_INITIALIZER is defined in ap_config.h in 2.1.x rather 
than in CPPFLAGS per 2.0.x, but I guess this is a reason why not to do 
that.  Alternatively I guess ap_config.h could do

#undef AP_HAVE_DESIGNATED_INITIALIZER
#endif

if this is simply not kosher C++ syntax.
