So, on a time scale,
  1. mod_setenvif sets an env var, based on the cert extension
  2. mod_access checks the env var that was set by mod_setenvif
  3. mod_rewrite (if not blocked by [403] of mod_access) checks its
     per-dir rules and rewrites based on the env var
I see no problem with this.
