Subject libssl as new core dependency ?

is libssl an intentional new core dependency for trunk? 

	./configure ; make 

gets me;

I'd submit a patch, only I don't know if this really is a new core
dependency and should be picked up in autoconf (-1 on that being a good
idea though), or whether the code in mod_setenvif should be ifdef'd on
the presence of mod_ssl at compile time, or whether the whole of
mod_setenvif should be conditional on the presence of libssl headers at
configure time.
