Subject mod_smtpd project planning

As some of you might be aware, one of the Summer of Code Projects is an
SMTP protocol module for httpd 2.x.

We don't have much code yet, but we need a place to put it, and for the
SoC Students to have commit bits too.

I suggest that we treat mod_smtpd like mod_python, as an httpd
subproject. If it later grows into its own TLP/PMC, thats great, if
not, from a developer community perspective, I believe it fits best
inside httpd.

So, to accommodate this, we would need a mod_smtpd space in subversion
and a mailing list.

Thoughts, comments, alternatives?
