I don't think it matters anyway.  Note that AllowOverride handles dir 
configs.  All the +/- syntax buys you is being able to write

Directive Foo Bar Baz
<Directory /foo>
Directive -Bar +Boo
</Directory>

Instead of
Directive Foo Bar Baz
<Directory /foo>
Directive Foo Baz Boo
</Directory>
