I think the documentation is wrong here.  The C description for that 
directive in mod_cache says: "Ignore requests from the client for uncached 
content".

Thus, I'm uncomfortable extending CacheIgnoreCacheControl to encompass this 
behavior.  However, I'd be fine introducing a 'CacheStorePrivate' directive 
as that makes it much clearer what the intention is.

P.S. Your subject line should have said mod_cache not mod_proxy!  ;-)
