I agree.  Action was designed to enable processing files via CGI 
scripts, not to handle arbitrary URLs.

Ryan's example (and most others that want this behavior) would be more 
cleanly handled with a simple

ScriptAlias /foo /full/path/to/cgi-bin/printenv
