I think this begs for some scalability testing.  I'll be happy to do it when I 
get back from AZ/UT mid-April, barring other crises of course.

I'd sure like to see something like this go into IHS ASAP.  It makes me nervous 
that we're telling Schwab they need to use mod_cgid in production.
