Exact error messages are very helpful.

apxs builds mod_foo.la in current directory and a shared library is
placed in the .libs subdirectory.

Thus, your Makefile should look more like

  SRC=mod_foo.c whatever.c

  mod_foo.la: $(SRC) Makefile
      $(APXS) -c $(SRC)

"apxs -i mod_foo.la" will grab the .so (or .sl or whatever is
appropriate for that platform) from the .libs directory and copy it
to the Apache modules directory.
