What you're basically saying is "make all the modules in Apache be 
correct with regard to Cache-Control headers", which is just another way 
of saying "fix Apache where it doesn't fully comply with HTTP/1.1" :)

mod_cache is supposed to be an HTTP/1.1 proxy cache, which means it has 
to be aware of the stuff in (1), otherwise it's a bug.
