I'm seeing broken behavior too with 1.3 HEAD (updated from CVS a few 
seconds ago):

direct access without proxy:

% HEAD http://localhost:8002/
200 OK
Connection: close

The Server: header isn't right, and the Set-Cookie has been split into two 
for
some reason.
