Sadly this breaks under autoconf 2.52 - AC_PREFIX_DEFAULT needs to be run
after the apr m4 files are included, not before. (buildconf chokes like
this otherwise:

Sander Striker spotted this one.

Patch attached to move it back, and add the warning back in.
