Not at all.  I am saying that in this case, the canonical name should
be:

foo:30000/

not:

foo/

On the other hand, the config:

ServerName foo:80
Listen 30000

Would have the canonical name:  foo/

And, if it couldn't be reached at foo/, then that isn't a config we need
to worry about.
