What about this proposal Jim and others?!

It's essential to garantee we build "cyghttpd.dll" instead of
"libhttpd.dll".

I don't see a reason why "lib" should be hard-coded to the Makefiles.
The patch is pre-compatible, which means it breaks nothing on other
OS, as long there is no explicit definition of SHLIB_PREFIX_NAME in
the src/Configure for the specific OS.
