How many of these things do you have?

I tried:

Listen 8080
Listen 8081
Listen 8082
...
<VirtualHost *:8080>
ServerName jeff.org
</VirtualHost>
<VirtualHost *:8081>
ServerName trawick.org
</VirtualHost>

but didn't hit the error.

Maybe an strace would be interesting to see what file descriptor was
used for the failing SO_REUSEADDR and how the descriptor was allocated?
