Since mod_ssl cannot load because of missing or non-existant config
directives, that is surely a bug.

I can agree with this (it takes noticably long to start the server
with mod_ssl loaded).

Given that I still disagree with the existance of -DSSL in the first
place, as long as it does exist I am also +1 on the patch. I've also
applied and tested this patch, but I'll wait for another +1 or some
other comments before committing.
