Now that I found the fix, I agree with you (and with the implementation):
It is true (and makes sense) that
 ServerName hostname        # in Apache-2.0
is the same as
 # no Port directive, and
 ServerName hostname        # in Apache-1.3

And
 ServerName hostname:port   # in Apache-2.0
is the same as
 Port port
 ServerName hostname        # in Apache-1.3

The only buglet was the fact that port 80 was implied during configuration,
while it would have been more correct to leave that decision open until
run time, by using port=0.
