Subject [PATCH] repost - read request timeout

In case it got lost in the traffic,

Allows specification of a ReadRequestTimeout, so servers with a large
Timeout setting can still get rid of clients not sending requests.

I run a server that gets ~10 million hits a day, which was getting
basically DoS'd by clients like these, but with ReadRequestTimeout set
to 5, they can't hurt me.
