The question'll be best answered in the mod_ssl users mailing list. I'm
forwarding the mail to that list.
The following combination works for me :

SSLCipherSuite ALL:!ADH:RC4+RSA:+HIGH:+MEDIUM:+LOW:+SSLv2:+EXP:+eNULL
SetEnvIf User-Agent ".*MSIE.*" nokeepalive ssl-unclean-shutdown \
         downgrade-1.0 force-response-1.0

  does anbody knows a configuration for mod_ssl which does all clients
  allow to connect.

  I'm sure you know about the problem of some Netscape or IE Versions,
  which have bugs in their ssl implementation. Can you please paste some
