Subject [PATCH] remove unused makefile macros

The TARGET_EXPORTS macro doesn't appear to be in use any longer. Also,
if I am not mistaken we call our export file httpd.exp, as seen in the
DISTCLEAN_TARGETS macro a couple lines below the change.
