I'd suggest, for simplicity, that we adopt only one of 2) or 3).

My preference is for 3) but I'd be happy if we called it htdbm, to
distinguish from the dbmmanage.pl script (which still serves as an 
interesting example for perl hackers.)

I'm loading up your htpasswd changes now to check them out... I'll
comment tommorow (hopefully Cliff gets his machines back soon ;)
