Subject proxy + SetOutputFilter

with mod_proxy+ProxyPass on and this configuration:
        <Files *.php>
            SetOutputFilter PHP
            SetInputFilter PHP
        </Files>

the php output filter will get invoked for proxy requests of *.php files,
which does not work (nor should it).  php_output_filter can do this to
prevent breakage:

        if (f->r->proxyreq) {
            return ap_pass_brigade(f->next, bb);
        }

should it be up to the modules to decide if it can handle proxy
requests?  for example:
<Files ~ *.shtml>
SetOutputFilter INCLUDES
</Files>

proxy requests for *.shtml will get run through mod_include, but of course
there won't be anything for mod_include to replace.
but a *.html or *.jpg or similar filter might want to filter proxy
requests.  i'm wondering if this should be up to the module to decide or
the user to decide with new configuration directive?
