and that it is acceptable to return this variant if the
client requested 'en'.

Right.  But the point is, the reverse doesn't work.  If a client requests 
'en-GB' the server cannot return 'en'.  The prefix matching rule is one-way.

I can't see any reasonable interpretation that says otherwise.
