On your local machine, replicate much of the httpd.apache.orh/dist directory, including the
.htaccess file.  Enable overrides in that directory.

Then add this to your conf file:

<Files *.asc>
      RemoveEncoding gz tgz Z
</Files>

See if that let's you hit the seg fault.
