Hi Dale,
I just pulled the latest CVS and I get text/html in the header.
My config 
...
Options FollowSymLinks +Includes
...
AddType text/html .shtml
<FilesMatch "\.shtml(\..+)?$">
    SetOutputFilter INCLUDES
</FilesMatch>
