Subject Apache-2.0 connects but then sends FIN

I just pulled httpd-2.0 from cvs yesterday. It seems to finish the
TCP connect, the client pushes it's request, httpd ACK's and then
returns FIN.
This is after the connect:

httpd-2.0.16 works fine with the same configure options.
The build looks clean, What have I missed?
