Subject Win32 binaries built

Irrespective of the potential issue in hostname, the Win32 binaries are
available for testing at http://dev.apache.org/dist/binaries/

apache_1.3.18-win32-no_src.msi
apache_1.3.18-win32-with_src.msi

Note that even with a horribly broken TCP/IP configuration (or no TCP/IP
configured at all) we should have eliminated the installer error 2735.
The installer now proceeds even if there is an error in the server config
detection .dll (probably missing .dll linkages to ws2help.dll, winsock2.dll,
or ws2_32.dll) the install continues and dies at the Customer Info screen
with a fatal error message that TCP/IP wasn't properly configured, and also
providing the url of the WinSock2 update for Win95 users.
