ftp://ftp.apache.org/pub/thefile

Sure.  as long as it follows scheme:// ... this includes gopher, ftp, etc.

Note that we would now TEST the scheme name against the rfc.  I don't see any
issue with that, but given the problems with the dns-testing we did before,
I thought I would bring it up.

To catch up ... win32/os2/netware only will assure we have a valid scheme
name, followed by a colon, followed by two slashes, as our ap_is_url() test.

Roy, do you see any issues with this?
