The problem of course is that the SSI filter would have to gain a lot more knowledge
of HTML than it currently requires.

It *is* currently possible to do this... you just have to include a CGI script and
give it a query string.  Inefficient as hell, but it works.  Something like:

<!--#include virtual="header.cgi?title=Why%20Apache%20Is%20Great"-->
