Subject suexec patches and mod_mime_magic.

With the latest suexec patches applied last week, we are using suexec
inside of mod_mime_magic.  The function that we are doing this in is only
EVER used to uncompress a file so that we can determine what the true type
of the file is.  Is there a reason we are using suexec for this
purpose?  It is causing a warning during compile, and when I went to fix
it, I realized that this looks like a bogus change.
