RedHat is trying to be intelligent and they have the init.d/httpd startup
script scanning through /usr/lib/apache for all .so files.  That turns on
-D HAVE_FOO on startup and in their default httpd.conf file they have a
bunch of:

  <IfDefine HAVE_FOO>
  LoadModule foo_module      modules/libfoo.so
  </IfDefine>

  ...

  <IfDefine HAVE_FOO>
  AddModule mod_foo.c
  </IfDefine>

Once you understand that this is what they are doing it isn't a problem,
but it is sure to confuse people who don't realize that simply adding a
module to their modules directory is likely to enable it on the next
restart.
