Ummm, not quite.  The point was to be able to implement filtered
request streams within modules that understood HTTP/1.1 and needed
the chunks (and chunk-extensions) to perform things like message
integrity checks.  Since we can do that with filters in 2.0, we can
remove that option IF we have a bucket data type for passing metadata
downstream and a way to differentiate between completed EOS and
aborted EOS.   I haven't checked if today's incarnation of buckets
has that functionality yet, but it will by the end of the hackathon.
